FF140 adds suppor for the
pointerrawupdateevent in https://bugzilla.mozilla.org/show_bug.cgi?id=1550462This adds a release note (based on the FF release note) and also updates the docs for the element slightly to capture when you would use this event (and not), and its bubble, cancel, composed properties.
